Hopalong Cassidy arrives in Oak Hills for the Sheriffs' Convention, but discovers a plot involving a madman named Mesquite who has been freed from handcuffs and plans to kill all the sheriffs in the West. A gold vein discovery has incited an Indian tribe to murder settlers and frame innocent people for the crime, and Hopalong must uncover the conspiracy before the tribe launches a noon attack on the settlers. Hopalong arrives at the convention just as the mystery of a mysteriously signed invitation threatens to derail the gathering, leading him to investigate the true identity of the "shindig" chairman and uncover the dangerous plot at the Hotel Town.
