The Akatsuki's weather satellite picked up a plane crash that appeared to be owned by F-Corporation, however, when the Akatsuki attempted to contact them for confirmation, they deny the crash to have occured. The Ministry of Internal Affairs tells them not to get involved, but the Ataktsuki use a loophole and plan to conduct "training exercises" near the crash site.
