Flash #19 (December 1988) throws one of the more unexpected social gatherings in DC history — the cover, penciled by Ed Hannigan and inked by Karl Kesel, depicts the Scarlet Speedster surrounded by a crowd of his Rogues' Gallery, all mingling at what looks like a festive party complete with confetti, drinks, and big smiles. Captain Cold, Mirror Master, the Green Lantern-masked figure, and a glamorous blonde are just a few of the colorful faces pressed in close around a Flash who seems genuinely caught off guard by the occasion. William Messner-Loebs, Jim Mooney, and Larry Mahlstedt bring the story "A Meeting of Rogues" to life inside, and as a bonus, the issue comes packaged with a free 16-page second feature — making this a particularly generous package for fans of the Fastest Man Alive.
