In 1939 Rio Rita, captured in Mexico by Juan Scaramacho, is rescued by FBI agent Craig Williams. Next in 1942 the Vulture's Claw kidnaps J. Edgar Hoover with the Hood in pursuit. The Femforce is called in and mistakes the Hood for the kidnapper.
