En mystisk helveteshund terroriserar London och den 11:e Fantomen slår sig ihop med den amerikanske vetenskapsmannen Benjamin Franklin för att stoppa den. Den skyldige heter Collins och är en förrymd fånge som försöker hämnas på dem som satte dit honom. Collins stryker mysk på offren för att hunden ska kunna fånga och spåra dem. Fantomen och Franklin stoppar hunden med electricitet.
