Den 11:e Fantomen och vännen Benjamin Franklin är på resa i Skottland och stannar til i en by vid sjön Loch Ness. När några bestaliskt mord begås skylls detta på det sjöodjur som sägs bo i sjön och man hittar också stora fotspår. Fantomen och Franklin undersöker saken och attackeras då av pastor Brimstone, som arrangerad morden för att skrämma byborna till kyrkan och stoppa det moraliska förfallet. Brimstone flyr, men drunknar då hans båt på ett mystiskt sätt välter i dimman...
