Part of DC's 1995 "Underworld Unleashed" crossover event, this issue of Extreme Justice arrives with a cover tagline — "Born of Evil!" — that sets a distinctly menacing tone. Chris Batista and Chip Wallace's cover art dominates with a massive, grinning armored villain looming over a glowing blue female figure who appears to be crackling with energy or fragmenting at the edges, the whole composition wrapped in coiling mechanical tendrils.
