Exciting Comics #22

This issue of Exciting Comics is an anthology featuring "The Black Terror, Nemesis of Crime" as the main story, in which the hero confronts construction workers and bizarre creatures attacking a naval destroyer during its launching, while an enemy operative plans to inject naval personnel with a steel serum to make them bulletproof and invincible for a raid on New York.
