# Exciting Comics #15 The Black Terror pursues criminals through various action sequences involving gunfire and combat. In a separate story, Lieutenant North of the U.S. Navy boards a ship to examine its papers when he encounters Helen Wallace, whose father is the captain; suspicion arises that Helen may be a German spy, leading to confrontations with Nazi agents aboard the vessel. A criminal gang steals a valuable necklace, and police pursue them while the gang attempts to use a girl as a hostage to escape, though the thieves are eventually apprehended and the fake necklace is recovered while the real one remains missing.
