Joe Moxie organizes a maritime protection racket, threatening coastal shipping. After attempting to dispose of Aquaman, the gang uses dynamite and modern equipment to terrorize vessels. Aquaman survives being cast adrift, manipulates an iceberg to return undetected, and ultimately rescues trapped sailors while capturing the criminals. The story concludes with Aquaman delivering the gang to authorities and restoring safety to the coast.
