A criminal named Desarro, described as the most ruthless and elusive criminal in a decade, operates an illegal drug racket. After Nick, a former associate, approaches him seeking drugs without a prescription, Desarro blackmails Nick into helping him execute a train robbery by threatening to expose Nick's involvement and murder him. When Nick's companions learn of the plan and attempt to stop it, Desarro sets explosives to destroy evidence and eliminate witnesses, but law enforcement closes in on the criminals as they attempt their escape.
