Don Winslow and his crewmate Red are sent aboard a concrete freighter—part of a secret fleet meant to deliver supplies to Allied forces—after the ships mysteriously vanish at sea. As they navigate the ship’s cramped, rolling decks, they uncover a captured Nazi prisoner who claims to have been ordered to sink the vessel, but was too sick to carry out the mission. With the ship’s radio now controlled by a German signal, Don and Red must race to expose the sabotage before the freighter reaches enemy waters.

Don Winslow and his friend Red are assigned to teach boxing at Rewport Naval Base, where they quickly find themselves training a wide range of sailors—including a surprisingly eager recruit named Beany Benton. As the base’s boxing tournament approaches, Don must keep the rival fighters, including the former Pacific Coast champ Chuck McGurk, from sabotaging each other, especially when Beany Benton mysteriously vanishes the night before his bout.

Don Winslow investigates a theft of secret camouflage cloth at a naval facility, suspecting an inside job after Japanese spies are seen stealing a truckload of the material. When the shipping superintendent, Mr. Wellington, appears suspiciously unbothered by the theft and later reveals a cryptic code used to disguise shipment destinations, Don begins to question Wellington’s true identity—especially after noticing a knife-throwing skill linked to Japanese tactics.
