J. Scotland Bumpstead, a renowned English detective and the other son of Georgio Spaldoni's mother, crosses the pond to visit his mother (who's now reverted to her original name of "Bumpstead") and to work with Dick Tracy. On their visit to the state pen, killer Steve the Tramp, breaks out and is shot in a gun battle with Tracy. He hides out with Larceny Lu. Lu performs the bullet-removing operations on Steve. Bumpstead is critically wounded by Lu and Steve and almost drowned in a weighted sack, prompting Mother Bumpstead to track down Lu and Steve and turn them over to the police.
