When two boys find a scrap of cloth protruding from the deteriorating concrete of a bridge support, it re-open a 20-year-old missing persons case. When the police chip away the concrete, they find a skeleton. As Tracy and Sam try to determine the identity of the skeleton, Mrs. Vulcan contacts Oodles, the man who disposed of the body years earlier. He's also been blackmailing her. Scared, she calls Oodles to set up a meeting to resolve the problem.
