Guy Newton, a brilliant young scientist, has created a device which enables him to control the powerful forces of static electricity in the human body. He takes the name "Volton" and offers his services to the local Police Commissioner, but the Commissioner doesn't react as he expected. When a call comes in declaring that a gang of bandits have just held up the First National Bank, the Commissioner reluctantly accepts Volton's help.
