Crime and Punishment #39 is an anthology featuring four criminal case histories. "Conan's Comeback" follows the criminal Bugs Conan, who in 1920 challenged the Brigaski gang for control of the town; after a violent conflict in which Conan fought Brigaski and his men, the confrontation ended with Conan's defeat and Brigaski gaining dominance. "Five Dopes," "Murderers' Circle," and "Death Goes to College" are the other stories featured in this issue, though their plots are not detailed in the visible pages.
