Cookie #40 is an anthology issue featuring two stories. "The Funniest Kid in Town" shows Cookie at an Army recruiting office where he misreads a patriotic sign, creating humorous confusion with a stern sergeant. "Genius on Wheels" depicts Cookie and his friends attempting to modify a car engine with improvised techniques; their project goes awry when Cookie nearly destroys a soda jerkerie, leading to chaos at the establishment and encounters with Officer McGinty, who ultimately catches Cookie causing trouble at a favorite teen hangout spot.
