History

By early 1954, Warren Kremer and inker Marty Taras were the creative engine of the Casper line, with Kremer providing the cover and interior art and Sid Jacobson overseeing editorial direction under Leon Harvey, the publisher's vice-president, who served as editor. Kremer had been recruited to Harvey specifically because editor Jacobson wanted comic art that could rival the fluidity and depth of animation — a mandate Kremer fulfilled by redesigning Casper from his lumpen Famous Studios cartoon form into the cherubic, footed figure known today. Issue #19 was published by Family Comics Inc. (Harvey's indicia imprint) under the Harvey Famous Name Comics brand and went on sale February 24, 1954, at a cover price of ten cents, landing on newsstands during the same season that Congressional scrutiny of the comics industry was intensifying — context that made Harvey's wholesome, funny-animal-adjacent stories a commercially and editorially safe choice.
