The Anti-Cap washes up on the shores of Florida after a deadly hurricane. Cap and Ali discover that Leila discovered and stole a deadly experimental toxin that the government is trying desperately to recover, thus causing them to send their own super soldier after her. Back in the states Falcon and Leila hide out among some of Sam's old crew as they try to keep a low profile but Anti-Cap tracks them down and cuts through Sam's pals until the real Cap intervenes.
