The Falcon is in Cuba trying to rescue a Bugle reporter from the U.S. forces detaining her but ends up in the hands of a drug cartel. Cap is filled in on the situation and begins plans to invade Cuba to rescue his friend. The Cap that shows up, however, is a violent brute who cuts through his enemies to take care of business.
