The parent US series was conceived by the longtime co-writing partnership of Jackson Lanzing and Collin Kelly, who had previously collaborated on titles for both Marvel and DC; Carmen Carnero, a Spanish artist designated a Marvel 'Stormbreaker,' joined after having already worked with Kelly and Lanzing and described the pitch as impossible to turn down. The Outer Circle concept grew organically from the geometry of Cap's shield itself — the writers mapped the concentric rings of the shield onto entrenched real-world power systems (Power, Money, the Machine, Love, and Revolution), then personified each as a long-lived conspirator. Panini France collected the second arc (US issues #7–11 plus the Captain America and the Winter Soldier Special #1) into this 152-page hardcover volume, released on 15 November 2023 as part of their '100% Marvel' imprint, making the material available in French for the first time.
