Soviet scientists create Electro, a man who can discharge electricity through his body as long as he receives a recharge through a dynamo once every twenty-four hours. He tires himself out battling Cap and Bucky and when he edges closer towards a dynamo for a recharge, Cap realizes what he's up to and short-circuits him.
