C.O.W.L. #1 launched one of the most conceptually distinctive superhero comics of the 2010s by framing powered heroes as organized labor rather than lone vigilantes — grounding its drama in 1962 Chicago's real political history of union activism and bureaucratic decay. The debut issue marks the first appearances of an entirely original cast of characters, including Geoffrey Warner (the Grey Raven), Blaze, Radia, Arclight, Eclipse, and Recon, none of whom had existed in any prior comic. Beyond its character introductions, the issue established what would retroactively become the earliest chapter of Kyle Higgins' Massive-Verse shared universe, giving the 2014 series a lasting structural significance that wasn't even anticipated at the time of publication. The series grew out of *The League*, a short film that Higgins co-wrote with his high-school friend Alec Siegel and directed as his senior thesis at Chapman University; that film introduced the core concept of a superhero labor union in 1960s Chicago and several of the characters carried into the comic. After *The League* opened doors at Marvel for both creators, Higgins and Siegel developed the material into an ongoing comic, announced as a surprise reveal at Image Expo in January 2014 and published that May. Rod Reis — at the time known primarily as a colorist, having colored the first sixteen issues of Higgins' *Nightwing* run at DC — made C.O.W.L. his debut as a full sequential artist, a transition Higgins facilitated after the two collaborated on a short anthology story together.
