BRZRKR: Fallen Empire #1 is the second one-shot spin-off to expand the BRZRKR universe beyond its twelve-issue parent series, demonstrating that Boom! Studios and Keanu Reeves conceived the franchise as a genuinely open-ended mythology rather than a single finite run. The issue is historically notable as the first BRZRKR comic scripted by Mattson Tomlin — simultaneously the screenwriter adapting the property into a live-action Netflix feature film — making it a rare case of the same writer developing a story world in both comic and cinematic form concurrently. Its framing device, a sole survivor narrating B.'s catastrophic role in the ancient desert kingdom of Olos, introduced a new storytelling mode for the franchise: the unreliable-witness historical fable, distinct from the present-day mercenary structure of the main series. History

After the twelve-issue main series concluded in March 2023, Boom! Studios moved to sustain the franchise through standalone one-shots exploring chapters of B.'s 80,000-year history. Fallen Empire was the second such one-shot, following Poetry of Madness (July 2023), and was announced in August 2023 for a November 29, 2023 release. Tomlin — already embedded in the property as the Netflix film's screenwriter — was invited by Boom! and Reeves to co-write the script, with Rebekah Isaacs, a veteran of Buffy the Vampire Slayer and Angel & Faith at Dark Horse, handling interior art and the main cover (with Jordie Bellaire on cover colors). Dee Cunniffe colored the interiors and Becca Carey lettered, with Matt Gagnon editing; variant covers were supplied by Joëlle Jones, Jenny Frison, and Yanick Paquette.
