Phil Noto's cover places Natasha Romanoff front and center on a San Francisco cable car — her red hair the only warm note in a cool, teal-washed cityscape — while a sunglasses-wearing figure looms close behind her, suggesting she's anything but off the clock. The "Fog of War" chapter title fits the moody, almost cinematic atmosphere Noto creates here, where surveillance and anonymity hang in the air like the city's famous mist. Edmondson and Noto continue to make this one of Marvel's most stylishly understated series in 2014.
