Kasper Cole, in the guise of the Black Panther, continues to pressure the 66 Bridges gang who have members of the police force on their payroll. One of these cops is his commander, Lt. Sal Anthony, who previously had set up Cole's crew with the 66 Bridges gang. The White Wolf offers Cole financial resources and weapons which Cole ultimately rejects.
