Part two of "The Madmen of Gotham" arrives in this July 2006 installment of Batman: Legends of the Dark Knight, and Gary Erskine's cover sets an unsettling tone — a wild-eyed blond man in a rumpled shirt stands against a brick wall, arms outstretched, while glowing, spectral fish with grotesque fanged mouths swirl all around him. The tagline "The Man Who Drove Gotham Mad!" promises something delightfully strange at the heart of this three-part tale from writer Justin Gray and artist Steven Cummings.
