Batman: Gordon of Gotham #2

Part two of this four-issue miniseries puts Commissioner Gordon front and center — literally face-up, rain-soaked, and staring down the barrel of a revolver in a tense, rain-drenched image that captures the man at his most vulnerable. Hands reaching in from the edges and multiple guns converging on him create a claustrophobic sense of danger that makes you genuinely fear for Gotham's top cop. With O'Neil writing and Giordano and Janson sharing the creative duties, "Outlaw" promises a hard-edged 1998 crime story that reminds readers why Gordon deserves his own spotlight.
