Batman gets involved in a shoot-out with the police where an innocent bystander is shot to death. As Harvey works with Barbara to track down Batman, Harvey joins a neighborhood council with the goal of ending violence in Burnside. A street gang poses as Batmen to enforce their will on the neighborhood, but they are stopped by an unknown masked vigilante.
