Bill Morely's father was a night watchman killed by a Nazi saboteur's bomb. Visited by the spiritual being Miss Constitution, Bill is granted superhuman powers to defend his nation's principles as Bill of Rights. Bill pursues the Nazi saboteurs and encounters Joan Belle, a woman who stumbled into a Nazi ship. Bill has Miss Constitution empower Joan as Liberty Belle and they defeat the Nazis, destroying a Nazi ship with its own torpedo.
