In years past, Fenn, called the Watcher of the Stars, held great sway with the people because of insight and wisdom......until the Viking ruler Osa dies. The new King banishes him by casting him adrift at sea. Years later, a descendant of Fenn is likewise cast adrift in the same area because of his accusations that a city leader is trying to secure power generation rights by blowing up a sea wall in the fjord. Saved by the Heap, young Fenn returns to see the Mayor, but is promptly forced to resign his seat on the city council, leaving Mr. Lazlo to carry out his plan: with disastrous effects!
