The Commander initiates both Scarlett and Biggles-Jones into Cobra. Their first mission: sabotage the Joes' testing of a new rail gun by Dr. Zeitgeist using Dr. Jones' version on a test H.I.S.S. II tank already on the field. The plan works, and Hawk and Stalker are apparently killed, with the ruse only meant to get Scarlett in with Cobra good, but Snake-Eyes and Storm Shadow want to know about Hawk's plan dealing with Scarlett in Cobra. Meanwhile, the Baroness and Destro escape the Commander's captivity to spy on him for the Joes.
