The cover copy promises Superman is meeting his "newest, most fantastic foe," and that confrontation looks every bit as charged as advertised. Rounding out the package, Green Arrow and Black Canary also appear inside, with the main Superman story — "Make Me a Super-Hero!" — brought to life by writer Elliot S! Maggin and artist/inker Mike Grell.

Lex Luthor reveals his plan. He masqueraded as Danny Harris to get close to Black Canary and use his hypno-gun to make her try to kill Green Arrow. But Black Canary hypnotizes herself to see Lex Luthor as Green Arrow, enabling her to attack him. He escapes, but this breaks the spell. The real Green Arrow arrives to help Black Canary find the real Danny Harris.
