“The Man Who Created Superman!”

This May 1975 issue of Action Comics poses a genuinely intriguing premise right on the cover: a bewildered Superman hovers mid-air exclaiming "Great Krypton! What am I doing here?" while a figure tumbles from a rocky cliff above him, apparently wishing aloud that someone "super-strong…who can fly—like him!" would appear to help. Dick Giordano's cover art delivers a wonderfully off-balance energy — Superman looking as puzzled as the reader — perfectly teasing the story title "The Man Who Created Superman!" Also packed into this 25-cent package is a backup feature starring The Atom, making it a satisfying double-header from DC's line of super-stars.
