Action Comics #42
In "City in the Stratosphere," the Vigilante takes on a new threat when the seemingly executed Killer Kelly returns—only to be revealed as a cunning fraud who faked his death. As Greg Sanders, a rodeo man turned vigilante, teams up with blues singer Betty Stuart, he races to stop Kelly’s chaos at a high-society costume ball, where the line between performer and predator blurs. Written by Mort Weisinger and illustrated by Mort Meskin, with a striking cover by Fred Ray, this 1941 classic blends crime, deception, and daring heroism in a tale that’s as sharp as its 10-cent price tag.

At his execution, Killer Kelly tells Vigilante that he will come back from the grave, but he has really just bribed the prison doctor to lower the voltage. Greg Sanders, rodeo man, is met by Betty Stuart, a blues singer, after a rodeo, and he learns that Killer Kelly is loose. At his home, Greg dons the costume of the Vigilante and heads to the costume ball of Van Ardsley. When Killer Kelly bashes the party, the Vigilante has to rope them in.
