In reality, by far the major- ity of the colonists were Heretics who had been secretly aided by the League bosses in obtaining their emigration ermits, health permits and so on. The colony had been started forty years before, and throughout the succeed- ing years the process of getting non-Heretics out of the Satellite and members of the League in had improved from its origina] hit-and-miss status to that of an effective and highly-organised system.
