Leslie Ward ('Spy') presents Sir Herbert Eustace Maxwell, Conservative MP for Wigtownshire, as Statesmen No. 619. The caption reads simply Wigtownshire, anchoring the man to his constituency rather than his name. Maxwell was a baronet, antiquarian, and prolific writer on Scottish history and field sports — a Tory grandee of impeccable establishment credentials.
