Leslie Ward ('Spy') presents Sir Herbert Eustace Maxwell, Conservative MP for Wigtownshire, as Statesmen No. 619. The chromolithograph shows a full-length figure in a dark frock coat worn open over a cream waistcoat, hands clasped behind his back, a red boutonnière at his lapel. The caption reads simply Wigtownshire, anchoring the man to his constituency rather than his name. Maxwell was a baronet, antiquarian, and prolific writer on Scottish history and field sports — a Tory grandee of impeccable establishment credentials. Ward's caricature emphasises a lean, angular face and clipped moustache with mild exaggeration, well within his gentlemanly register.
