Leslie Ward ('Spy') depicts the Scottish Unionist peer and Secretary for Scotland as a broad, well-fed figure in a heavy double-breasted frock coat, hands clasped behind his back, gazing off with patrician composure. The caption — "Secretary for Scotland" — is dryly literal: Balfour of Burleigh held the post from 1895 to 1903, steering Scottish affairs under Salisbury and then Balfour. Ward's caricature leans into physical bulk as a sign of establishment solidity, a standard Vanity Fair shorthand for senior Tory grandees.
