The Coast Detective: The Smugglers' Shadower by Roger Starbuck is an adventure serial set in Mexico. Young American clerk Robert Brown, employed by wealthy Spanish merchant John Carlos near Tampico, clashes with Captain Philip Cardinas over matters of respect. When Carlos's daughter Isabel drowns in the Santander River, both men rescue her—though Cardinas falsely accepts credit, turning the tide against Brown. After Isabel reveals the truth, her father reinstates Brown with higher wages and sends him to investigate mysterious warehouse thefts at Tampico, where two previous investigators vanished. Brown journeys by schooner to Mexico and encounters John Lormo, a local detective, before meeting with the warehouse agent Leon Rupo to retrieve a money package for safekeeping.
