This is the opening installment of "The Cattle King; or, Cortina's Right Bower," a Western serial by Frank Dumont. Lieutenant Harry Powell of Fort Duncan witnesses cattle-thieves crossing the Rio Grande into Mexico and discovers a kidnapped American girl being carried by the notorious outlaw chief known as Evil Eye—a tall, scarred figure with a distinctive white pupil in his left eye. When the girl escapes toward Powell's hiding place, Evil Eye's men pursue. Powell defends her with gunfire, killing one attacker. Confronted by Evil Eye himself, who demands the girl's return, Powell refuses despite being outnumbered. The girl begs to remain with Powell rather than face her captor. As Evil Eye orders his men to kill Powell and take the girl, violent combat erupts, with Powell's revolver wounding Mexican bandits while they return fire.
