This serialized story concerns a mysterious conspiracy centered on the ship City of Moscow, overdue in New York harbor. Tiger-tamer Nadir Bali, ostensibly Bengalese but revealed as a disguised adventurer, becomes entangled in the plot. He observes a boy delivering an anxious inquiry about the vessel to a shipping office, then tracks the child to an elegant house where a tall woman receives the message. Suspecting a scheme involving murder, theft, and the hidden organization known as the "Hidden Hands," Bali sends a cryptic warning to Detective Dan Danton ("the Shadow Sharp"), identifying a scarred passenger named Samson Sparks as the plot's central figure. Bali returns to his residence where he demonstrates intimate rapport with his three tigers—Nepaul, Nero, and the fierce tigress Nina—before learning the Moscow has been sighted at Sandy Hook.
