Simultaneously, at War Base Three, Commander Krogson receives orders from his sector commander to locate the fugitive General Carr within ten days or face consequences. Krogson and his aide Schninkle devise a search plan, though they struggle against chronic technical shortages and institutional decay within the Galactic Protectorate's military hierarchy. The narrative suggests a civilization in technological and administrative decline, where political paranoia and resource scarcity create operational constraints.
