At four cents per issue, such publications reached working-class readers hungry for sensation: tales of spies, criminals, and moral extremes that the respectable press ignored. Serialized weekly across multiple installments, penny dreadfuls offered affordable escape and narrative suspense. Though Victorian moralists condemned them as corrupting, these cheap stories shaped modern popular entertainment and established the visual-narrative formats that would evolve into comic books.
