Gibson draws the Atlantic as a moral gulf. On the right shore, Uncle Sam—top hat starred, coat dark, hands clasped behind his back—stands and watches from American soil. Across the water, a German soldier in Pickelhaube helmet looms over a kneeling woman clutching an infant amid a field of crosses stretching to the smoke-blackened horizon; a sign reads To Berlin. The composition is a rebuke disguised as a question: the title's sardonic italics indict American neutrality as willful indifference to German atrocities against civilians. Published as the U.S. edged toward entering World War I, Gibson—then editing Life—wielded the image to shame a hesitant Wilson administration. The German figure carries no ethnic caricature beyond his military uniform; the cartoon's contempt is directed squarely at Washington's paralysis.
