This Dutch wood engraving satirizes an official naval inquiry through caricatured types: a mounted aristocrat in top hat, working men scrubbing and hauling, and bureaucrats with flag and clipboard. The composition mocks class hierarchy and bureaucratic theater—sailors and laborers literally doing the dirty work while officials grandstand.
