This serialized story by Charles Morris (author of "Will Somers" and "Detective Dick") follows a sixteen-year-old vagrant in Chicago. Starving after three days in the city, Tony observes men in a beer house debating wealth distribution and workers' rights. When one man claims he'd share food with anyone hungrier, Tony takes the logic at face value, stealing meat and bread through the window while pursuing men scramble after him.

Escaping indoors, Tony hides in a closet as three men enter discussing labor rights and anarchist principles. One agitator recruits the others for some undefined action planned within a month, swearing them to secrecy with handshakes. Tony eavesdrops on their conspiracy, gaining knowledge that becomes central to his investigation.
