Happy Comics #21

Happy Comics #21 is an anthology featuring multiple stories. "Little Billy Bear" depicts a large bear who accidentally traps a small dog in a cage while trying to move it away from danger, then inadvertently carries the dog across the street, leading to comedic chaos when the dog escapes. Another story features a cop arresting a man for illegal fishing in the park after catching him with a fish as evidence, but the criminal manages to escape and attack the officer, resulting in the man's arrest and jail sentence.
