Crime Does Not Pay #70

This issue contains at least two stories. "Crime Does Not Pay" follows a captain and his crew aboard a ship who investigate three murders discovered after leaving port; the captain works with authorities to track the murders to a tank car that had been aboard, ultimately uncovering a scheme connected to the victims' identities and forcing a confession from the guilty party. "The Ghost" depicts a woman who encounters a supernatural apparition in a thirteen-story building; the haunting turns out to be part of a criminal scheme orchestrated by Mr. Tydall, a building owner using the ghost rumor to drive out tenants so he can claim the property under mysterious terms.
