Crime and Punishment #1

"Obey the Law" tells the story of Vannie Higgins, a career criminal who witnesses a hit-and-run accident and agrees to testify against the driver in court, only to be silenced by his own criminal associates who fear his testimony will expose their operations. After serving jail time for his crimes, Higgins is released and attempts to reform, but is pursued by vengeful gang members who ultimately kill him, leaving the moral that crime does not pay.
