This installment opens with Daniel Derrick's surprise reinstatement as postmaster of Ante-Bar following a change in federal administration. When his official papers go missing, Sheriff Cibuta John investigates and discovers that Morgan Underweed, the current postmaster, has intercepted Derrick's appointment documents. A federal post-office inspector arrives with evidence of Underweed's malfeasance. When confronted, Underweed shoots the inspector's assistant and flees on horseback.

The inspector's subsequent search of the post office uncovers the intercepted commission and letters—confirming Underweed's guilt. More dramatically, a hidden closet reveals a theatrical costume: black cloak, three-cornered hat with plume, boots, and sword. Cibuta John recognizes these as the outfit of "Moonlight Morgan," a mysterious highwayman who has plagued the county for over a year with daring road robberies. The story reveals that Morgan Underweed and the outlaw Moonlight Morgan are the same person. J.C. Cowdrick authored this serial western.
